Pre-Shipment Inspection Checklist for Importers

Use this practical checklist to define quantity, workmanship, function, dimensions, labeling and packaging checks before goods leave the supplier.

A pre-shipment inspection is normally carried out when production is complete and enough goods are packed to select samples. The objective is to compare the shipment with the approved requirements before dispatch, while corrective action may still be possible.

Documents to prepare

Quantity and assortment

Check finished and packed quantities by model, color and size. Reconcile carton counts with the packing list and record incomplete production separately. An inspection of a partial shipment should not be described as covering goods that were unavailable.

Workmanship and appearance

List product-specific defects before the inspection. Examples may include scratches, stains, loose stitching, gaps, deformation, incorrect color, poor printing or inconsistent assembly. Classify critical, major and minor defects according to the product risk and agreed standard.

Dimensions, materials and construction

Measure defined checkpoints using suitable equipment. Verify the stated material or component only when the inspection method can reasonably do so; laboratory testing may be required for composition, chemical or performance claims.

Function and safety-related checks

Define functional tests, sample size, duration and expected result. For electrical or mechanical products, include power-up, controls, accessories and basic operation. Safety and regulatory compliance may require accredited testing beyond a visual inspection.

A report should distinguish observed facts from the inspector’s recommendation. Review every nonconformity against the purchase agreement and product risk. If rework is agreed, define how completion will be verified before shipment.
